João Carlos Souto, Professor de Direito Constitucional. Mestre em Direito Público. Procurador da Fazenda Nacional, Diretor de Publicações e Relações Internacionais da Escola Superior da PGFN. Exerceu o cargo de Procurador-Chefe na AGU de 1993 a 2003. Realizou estudos sobre a Constituição dos EUA na University of Delaware (95) e na Harvard Law School (98). É autor da obra A União Federal em Juízo (Saraiva, 2a ed.) e The Advocacy-General of the Union in Brazil escrita no período em que estudou nos EUA e de diversos artigos publicados sobre Direito Público. Ex-Assessor Parlamentar. Autor de anteprojetos de PECs.   Em 2001 obteve a 4a colocação no V Concurso Nacional de Monografia do Tribunal Regional Federal da 1a Região. Presidiu, em Brasília, Comissão Disciplinar interministerial, no período 2001/2002. É autor do estudo que originou a ADI 2975, proposta pelo Procurador-Geral da República. Atua, como Procurador da Fazenda, na área de contratos externos, perante organismos e instituições financeiras internacionais.

João Carlos Souto, Attorney of the National Treasury and Professor of Constitutional Law. Master of Public Law. Director of International Relations of the ESPGFN. During almost ten years (1993-2003) he was the Chief Attorney of the Regional Office of the Advocacy General of the Union in Uberlândia-MG-Brazil. Mr. Souto has been selected in several civil service entrance examination of tests specific for lawyers. He installed and organized the Regional Office of the Advocacy General of the Union in Uberlandia. In 1995 he attended the University of Delaware and three years later he went to Harvard Law School (98) where he did some researches about the Constitution of the USA. He is the author of several articles about Public Law and of some books: A União Federal em Juízo (Saraiva, second edition, 2000), The Advocacy General of the Union in Brazil, written at the time that he was in the USA. In 2003 he wrote an essay proposing deep changes in the structure of the Federal Public Advocacy in Brazil. In 2001 he was awarded in the 4th place in the National Law Contest promoted by the Regional Federal Court of the First Circuit. During 2001/2002 he presided a multi-Governamental Comission in Brasília, the Federal Capital. Nowadays, as Attorney of the National Treasury, he is dealing with international contracts with institutions like BIRD and The World Bank. Mr. Souto also wrote the paper that originated the direct action of unconstitutionality (ADI 2975) proposed by the Attorney General of the Republic before the Federal Supreme Court, the highest court in the Brazilian’s Judiciary System.
