João Carlos Souto, born in Bahia*-Brazil, on 1963. He is Attorney of the National
Treasury, Professor of Constitutional Law and Master of Public Law.
Since 2003 he is also the Director of International Relations
of the ESPGFN. During almost ten years (1993-2003) he was the Chief
Attorney of the Regional Office of the Advocacy General of the Union in Uberlândia-MG-Brazil.
Before he took office as Attorney of the National Treasury (1993)
he had been selected in several civil service entrance examination of
tests specific for lawyers, which is the major step in the Brazilian
Legal System to get some Law offices, as prosecutor, procurator and
judge, both federal and state.
In 1993 he installed and organized the Regional Office of the
Advocacy General of the Union in Uberlândia.
He also attended the University of Delaware (95) and Harvard Law School (98), where he did some researches
about the Constitution of the USA.
He is the author of several articles about Public Law and of
the books: A União Federal em Juízo (Saraiva, second edition,
2000) and The Advocacy General of the Union in Brazil, written
at the time that he was in the USA. In 2003 he wrote an essay proposing
deep changes in the structure of the Federal Public Advocacy in Brazil.
In 2001 he was awarded in the 4th place in the National Law Contest
promoted by the Regional Federal Court of the First Circuit. During
2001/2002 he presided a multi-Governmental
Commission in Brasília, the Federal Capital. see the entire curriculum
He is also
former Public Defender of the State of Bahia. In 1988/89 he was Legislator Adviser
in the Bahia State Legislature, during the
time the state representatives were drafting the new State Constitution.
He is the author of several articles about Public Law in Brazil and has drafts some bills, including
a constitutional amendment. The biggest and most important Brazilian
Editor (Editora Saraiva)
published his book, A União
Federal em Juízo,
1998 (second edition 2000).
